Under the background of the information age, scientific research and engineering practice have developed vigorously, resulting in many complex optimization problems that are difficult to solve. How to design more effective optimization methods has become the focus of urgent solutions in many academic fields. Under the guidance of such demand, intelligent optimization algorithms have emerged. )is article analyzes and optimizes the modern artificial intelligence teaching information system in detail. On the basis of determining the network architecture, a detailed demand analysis was carried out, and the overall structure optimization of the network was given; the business process and data flow of the main modules of the website (resource center module and collaborative learning module) were optimized. In order to further enhance the local search ability of the algorithm, a multiclass interactive optimization algorithm is proposed in combination with the Euclidean distance-based clustering method, which changes the teaching mode from “one-person teaching” to “multiperson teaching.” )is clustering method has lower complexity and is beneficial to enhance the utilization of neighborhood information. At the same time, in order to enhance the diversity of the population and strengthen the connection between the subgroups, after the teaching phase, the worst students in each subgroup are allowed to learn from the best teachers of the population, and after the learning phase, individuals in a random subgroup are allowed to learn from other subgroups. )e algorithm was tested in the experimental environment of unconstrained, constrained, and an engineering problem. From the test results, it can be seen that the algorithm is not easy to fall into the local optimum. Compared with other algorithms, the solution accuracy is higher and the stability is better. Solar Photovoltaic (PV) energy has experienced an important growth and prospect during the last decade due to the constant development of the technology and its high reliability, together with a drastic reduction in costs. This fact has favored both its large-scale implementation and small-scale Distributed Generation (DG). PV systems integrated into local distribution systems are considered to be one of the keys to a sustainable future built environment in Smart Cities (SC). Advanced Operation and Maintenance (O&M) of solar PV plants is necessary. Powerful and accurate data are usually obtained on-site by means of current-voltage (I-V) curves or electroluminescence (EL) images, with new equipment and methodologies recently proposed. In this work, authors present a comparison between five AI-based models to classify PV solar cells according to their state, using EL images at the PV solar cell level, while the cell I-V curves are used in the training phase to be able to classify the cells based on its production efficiency. This automatic classification of defective cells enormously facilitates the identification of defects for PV plant operators, decreasing the human labor and optimizing the defect location. Interbank offer rate is the interest rate at which banks lend money to each other in the money market. As a market-oriented core interest rate, Shibor can accurately and timely reflect the capital supply and demand relationship in the money market, and its changes will quickly transmit and affect China’s financial market. +erefore, the purpose of this paper is to predict and study the fluctuation and trend of Shibor. In this paper, the overnight varieties of Shibor were studied and predicted from two time dimensions, namely, daily fluctuation and monthly trend. In the prediction of overnight Shibor daily data, a comparison prediction model based on BP neural network algorithm was first established, and then WNN was applied in the prediction, and the effect was found to be better. When predicting the monthly mean value of overnight Shibor, nine indicators were selected and tested for correlation based on the factors affecting the trend of interest rate, and a regression model of support vector machine was established. Particle swarm optimization algorithm was used to improve the SVR algorithm, and the PSO-SVR prediction model was established to improve the prediction accuracy. +e model could basically predict the trend of overnight Shibor. Furthermore, a prediction model ofWNNbased on cuckoo search (CS) optimization was proposed, which improved the prediction accuracy by 78% and fitted the daily fluctuation of overnight Shibor well....
